El senador Francisco Chahuán presentará proyecto de ley para declarar feriado legal el 7 de febrero en la comuna de Putaendo, con motivo de conmemorarse en esa fecha aniversario del Combate de las Coimas. El parlamentario propone lo mismo para el 24 de septiembre en tres comunas de la costa. El Senador Chahuán fundamenta su proyecto para Putaendo basado en hechos históricos del primer pueblo libre de Chile.
Mientras que el proyecto de feriados del legislador también propone feriado el 24 de septiembre de cada año en las comunas de El Quisco, El Tabo y Algarrobo, día en que se conmemora a la Virgen de la Merced y la comunidad se congrega en la localidad de El Totoral.
El proyecto para establecer como feriado el 7 de febrero en la comuna de Putaendo, surge luego que Francisco Chahuán visitó la comuna de Putaendo para reunirse con el candidato alcalde RN Roberto Martínez y los candidatos a concejales de la colectividad.
El parlamentario argumento su proyecto para Putaendo en el siguiente documento:
ESTABLECE COMO FERIADO PARA LA COMUNA DE PUTAENDO, EL DIA 7 DE FEBRERO DE 2017, EN QUE SE CONMEMORA EL DUCENTESIMO ANIVERSARIO DEL COMBATE DE LAS COIMAS.
Exposición de motivos.
Con posterioridad a la batalla conocida como Desastre de Rancagua, los días 1 y 2 de octubre de 1814, que significó el fin de la Patria Vieja, las fuerzas patriotas que lograron sobrevivir a ese combate, huyeron al mando de O’Higgins hacia las Provincias Unidas de la Plata, en Argentina, con el fin de reorganizarse y poner fin en cuanto pudieran a la reconquista por parte de la Corona de España.
En la ciudad de Mendoza, gracias al impulso del General José de San Martín, se impulsó el Ejército de Los Andes, que después de bastante tiempo de preparación, que se empleó fundamentalmente en el entrenamiento de tropas, fabricación de armamento y acopio de elementos logísticos, más la ayuda de guerrillas organizadas por patriotas que habían permanecido en territorio chileno, finalmente las fuerzas comenzaron a ingresar a nuestro país, a fines de enero de 1817, por el Paso de Los Patos, en el interior del valle de Putaendo.
El día 3 de febrero de ese año, después de vencer una débil resistencia por parte de fuerzas realistas que intentaron frenar el avance de las tropas en el sector denominado Las Achupallas, finalmente la columna comandada por el Brigadier Miguel Estanislao Soler, ingresó por el valle de Putaendo, ya que de acuerdo a la planificación operativa, debía unirse posteriormente a la columna encabezada por el Coronel Juan Gregorio De las Heras, que había ingresado por el paso de Uspallata.
El Jefe de las fuerzas realistas, Coronel José María Atero, que se encontraba con sus tropas en Santa Rosa de los Andes, resolvió enfrentar a las fuerzas patriotas, llegando el día 7 de febrero al sector denominado Las Coimas, distante a dos leguas de la localidad de Putaendo, copando con sus efectivos los cerros del lugar.
El Comandante Mariano Necochea, a quien se le había encomendado dirigir una fuerza exploratoria, enfrentó a las fuerzas de Atero en dicho lugar, para lo cual dividió su columna en fracciones de granaderos a caballo, y pese a encontrarse en inferioridad numérica frente a la tropa realista, logró derrotarlas, causándoles varias bajas, haciéndolas retroceder a San Felipe, y la tropa montada al mando de Atero se replegó a Santiago, destruyendo a su paso el puente sobre el río Aconcagua.
Esta victoria de las fuerzas patriotas, permitió que instalaran un Cuartel General en la ciudad de Los Andes, desde donde posteriormente se dirigieron a la hacienda Chacabuco, donde se unieron las dos columnas que sostuvieron el día 12 de ese mismo mes, un nuevo combate contra las fuerza realistas, causándoles otra derrota.
La victoria obtenida por el Ejército de Los Andes en Las Coimas, además de constituir indudablemente un gran triunfo para las fuerzas expedicionarias, permitió la liberación de Putaendo, que fue la primera localidad de Chile reconquistada a los realistas, y que fue el inicio de muchas acciones posteriores, que permitieron finalmente que nuestro país proclamara su Independencia, el 12 de febrero de 1818.
Muchos años después, se levantó un monumento en Las Coimas, que recuerda el histórico triunfo de las fuerzas expedicionarias, constituidas por efectivos chilenos y argentinos, que lograron la liberación de los chilenos subyugados por las fuerzas de la Corona.
Además de este símbolo recordatorio, consideramos que en conmemoración del ducentésimo aniversario de este combate, que se celebrará el 7 de febrero de 1817, debe establecerse como un justo reconocimiento para dicha efeméride, que ese día sea feriado para la comuna de Putaendo.
En mérito a las consideraciones sometemos a la aprobación del Senado de la República, el siguiente

Artículo único: “Establézcase como feriado para la comuna de Putaendo, el día 7 de febrero de 2017, en conmemoración del ducentésimo aniversario del Combate de Las Coimas”.
